This document details a proposal for the management of the Mt. Emily Recreation Area.  It includes a description of planned motorized and non-motorized use, zones for each, required physical improvements, and addresses a number of potential issues arising from use of the area for multiple types of recreation.  It is a supplement to the ATV Grant application, and essentially serves a an agreement about how granted funds are to be used.

All figures were removed from this copy of the Feasibility Study to reduce it to an reasonable size for download.  Links to the figures can be found here.  Updated 2/27/08.

The Coalition's application for Oregon ATV fund grant monies.  It establishes Union County as the owner of the recreation area and justifies our request for 3.65 million dollars.

Community Forest Authority Act (HB 2729)

Authorizes city or county to create community forest authority.  Authorizes community forest authorities to issue revenue bonds or other revenue obligations to finance community forest lands.

Oregon Forest Legacy Program

Information about Oregon's implementation of the Forest Legacy Program, established by Congress in 1990 to help protect threatened forest lands from conversion to non-forest use.

House Bill 2468

Proposed amendment to Oregon law to eliminate requirement that proposed forest legacy land area be wholly within urban growth boundary.
